According to common sense, you might try to find stairs near the bridge piers, but the Sydney Harbour Bridge isn't designed that way - you need to walk quite far back to access the bridge. While there's not much to say about the bridge itself, there is one interesting feature: it might be the only major bridge in the world that allows tourists to climb to its arch summit. Many "VIPs" have experienced this climb. If interested, you can book in advance from China with Chinese-speaking guides available. It costs around 1,500 RMB per person, with sunrise and sunset climbs being more expensive. If you're not afraid of heights, it's worth trying.
